Identifying the tasks of the headquarters of commanding good and forbidding evil from the perspective of experts, with a focus on communication, persuasion, and media strategies, is one of the goals of this research. The research is conducted in two stages: the first stage involves collecting data through exploratory interviews with citizens, and the second stage involves using this data as the basis for interviews with experts and managers. The main stage of the research utilizes the fuzzy Delphi approach.
In this study, a sample of 21 experts was selected and their opinions were evaluated. According to the experts, the headquarters transfers governance power to the people and creates the necessary conditions for the realization of moral and social values. Addressing people's needs and problems, and providing appropriate solutions, are among the main responsibilities of the headquarters. Emphasizing the promotion of moral and human values to prevent crimes, enhance security, and monitoring the fulfillment of people's religious and legal demands are also key duties.
Active collaboration with other institutions is seen as a crucial factor in achieving these values. A cultural and social approach to managing and organizing negativity is essential for the headquarters. Popularizing good and prohibiting bad behavior is a fundamental principle that the headquarters should prioritize in order to uphold morals and promote human and social values.
