Abstract

International law is a system formed on the basis of the will of states, and states are still considered the primary actors of this system. Although various entities and institutions emerged within the international legal system in the twentieth century, they have nonetheless failed to achieve a status comparable to that of states. Therefore, states constitute the main pillar of the international community; they possess full legal capacity, meaning the ability to acquire diverse rights, powers, and obligations. This study was conducted using a descriptive-analytical approach, aiming to examine the role of non-state actors in the development and revision of the rules and regulations of international law. The results demonstrated that, despite the active participation of certain non-state actors in the formation and implementation of international rules, international law has not recognized international legal personality for non-state actors beyond that of subjects of this legal system.
