Air pollution at three levels, domestic, national and international, has harmful effects on the human and natural environment. Today, the environment and its protection have become such a moral and social value that criminal protection of it is necessary. In this regard, the weakness of civil liability law guarantees and the inadequacy of administrative law measures reinforce it. However, criminal law measures to protect the environment require consideration of requirements without which these rights cannot be hoped for success. Citizenship rights are a privilege given to citizens within the borders of the country, but citizenship rights from the perspective of the environment cannot be limited to borders; because the environment crosses borders. From this perspective, special attention should be paid to the principles and foundations of human rights, which also include citizenship rights. Accordingly, the subject of the polluting act is called a violator of human and citizenship environmental rights. In this article, we will examine the issue of contaminated fuels as one of the environmental pollutants and we will examine and analyze it from the perspective of international law, international procedures and issued decisions.
