The existence of numerous sacred shrines and endowed properties, along with the potential use of <em>waqf</em> capacities—particularly the optimal transformation (<em>tabdil be ahsan</em>) of endowed assets in Iran—can offer a preliminary illustration of the role of <em>waqf</em> in the Iranian economy. Accordingly, examining the components of sustainable development with an emphasis on the sale of <em>waqf</em> properties and their optimal transformation, as well as identifying the potential for modernizing and making economic <em>waqf</em> themes more functional, can enhance the role of this financial institution in the process of sustainable economic development in the country. Sustainable development implies the eradication of poverty and the elimination of inequality gaps, both within and among countries, and is closely linked to the concept of optimal transformation of endowed assets. The <em>waqf</em> institution serves as a mechanism to provide benefits and welfare for the people; therefore, the formulation of legal rulings based on the fulfillment of public interests and benefits, and the avoidance of harm and corruption, is among the objectives of Islamic law. When the impact of <em>waqf</em> on economic independence and development is discussed, it does not imply that <em>waqf</em> alone can encompass all aspects and dimensions of a nation’s economy to the extent that the country would no longer require other financial resources. Rather, it means that <em>waqf</em>, as a vast financial capital, can have a constructive and significant impact in this direction.</p> <p>وقف نهادی است که از طریق آن می­توان بخش قابل توجهی از مشکلات و تنگناهای جامعه را شناخت و اموال و دارایی­های افراد نیکوکار را داوطلبانه در جهت رفع آن‌ها به کار بست. وجود بقاع متبرکه و موقوفات بی­شمار، استفاده از ظرفیت موقوفات و بخصوص تبدیل به احسن نمودن رقبات وقفی در ایران می­تواند تصویر اولیه­ای از حضور وقف در اقتصاد ایران را به نمایش بگذارد. لذا بررسی مولفه­های توسعه پایدار با محوریت بیع وقف و تبدیل به احسن رقبات وقفی و شناسایی ظرفیت‌های تبدیل به احسن نمودن رقبات وقفی و نیز امروزی نمودن و کاربردی نمودن سوژه‌های اقتصادی وقف، می­تواند باعث افزایش نقش این نهاد مالی در فرایند توسعه ی پایدار اقتصادی کشور گردد. توسعه پایدار به معنی ریشه‌کن کردن فقر و از بین بردن شکاف نابرابری هم در داخل کشورها و هم در بین کشورها است و ارتباط تنگاتنگی با مفهوم تبدیل به احسن نمودن رقبات وقفی دارد. نهاد وقف، وسیله‌ای در جهت تامین منافع و مصلحت برای مردم است لذا تدوین احکام مبتنی بر تامین مصلحت و منافع مردم و دوری جستن از ضرر و مفاسد آن، جزء مقاصد شرع اسلام می‌باشد. وقتی سخن از تأثیر وقف در استقلال اقتصادی و رشد و توسعه مطرح می‌شود، هرگز به این معنا نیست که وقف به تنهایی می­تواند همه­ی ابعاد و زوایای گوناگون اقتصاد یک ملت را دربر گیرد؛ به طوری که اقتصاد کشور به منابع مالی دیگر نیازی نداشته­باشد؛ بلکه منظور این است که وقف به عنوان یک سرمایه­ی عظیم مالی می­تواند در این سمت و سو، تأثیری سازنده و شایان توجه داشته باشد.</p> https://csjlp.org/index.php/csjlp/article/download/166/281
