Citizen rights, as a fundamental concept in modern societies, hold special importance as they enable individuals to enjoy their rights and freedoms within the framework of the law. Law enforcement, as an institution responsible for ensuring security and enforcing the law, faces numerous duties and challenges regarding the protection of citizen rights. In this context, this study seeks to explore the structural and normative issues within law enforcement and evaluate the impact of supervision on improving its performance. A descriptive-analytical research method is employed in this study to analyze documented data and examine laws in order to assess the performance of law enforcement from the perspective of citizen rights. The informational sources include books, articles, and laws related to citizen rights and supervision over law enforcement. The main objective of this section is to systematically examine the existing problems and limitations in protecting citizens' rights in their interaction with law enforcement. The research findings indicate that one of the most important factors influencing the reduction of violations and improvement of law enforcement performance is the establishment of precise and effective supervision systems. These supervisory mechanisms may include internal supervision, external supervision by judicial bodies, and even informal supervision by civil society and citizens. Ultimately, this study concludes that attention to citizen rights and transparency in the performance of law enforcement will effectively contribute to public trust and reduce violations. Through structural and normative reforms within law enforcement and continuous oversight of this institution, a safer and more just environment for citizens can be achieved. These actions will not only improve law enforcement performance but also enhance citizen satisfaction and strengthen social order and security.</p> <p>این مقاله با هدف تحلیل نقش نظارت بر عملکرد نیروی انتظامی در راستای صیانت از حقوق شهروندی تدوین شده است. حقوق شهروندی به عنوان یک مفهوم بنیادی در جوامع مدرن، از اهمیت ویژه‌ای برخوردار است و به شهروندان این امکان را می‌دهد که در چارچوب قانون از حقوق و آزادی‌های خود بهره‌مند شوند. نیروی انتظامی، به عنوان نهادی که نقش اساسی در تأمین امنیت و اجرای قانون دارد، با وظایف و چالش‌های بسیاری در زمینه رعایت حقوق شهروندی مواجه است. در همین راستا، این پژوهش تلاش دارد تا به بررسی مشکلات ساختاری و هنجاری در عملکرد نیروی انتظامی بپردازد و تأثیر نظارت بر بهبود این عملکرد را ارزیابی کند. در این پژوهش، روش تحقیق توصیفی-تحلیلی به‌کار گرفته شده است تا با تحلیل داده‌های مستند و بررسی قوانین، عملکرد نیروی انتظامی از دیدگاه حقوق شهروندی مورد بررسی قرار گیرد. منابع اطلاعاتی شامل کتب، مقالات و قوانین مرتبط با حقوق شهروندی و نظارت بر نیروهای انتظامی بوده و هدف اصلی این بخش، بررسی سیستماتیک مشکلات و محدودیت‌های موجود در حفظ حقوق شهروندان در تعامل با نیروی انتظامی است. یافته‌های پژوهش نشان می‌دهند که یکی از مهم‌ترین عوامل مؤثر بر کاهش تخلفات و بهبود عملکرد نیروی انتظامی، ایجاد سیستم‌های نظارتی دقیق و مؤثر است. این نظارت‌ها می‌توانند شامل نظارت‌های درون‌سازمانی، نظارت‌های برون‌سازمانی توسط نهادهای قضایی و حتی نظارت‌های غیررسمی از سوی جامعه مدنی و شهروندان باشند. در نهایت، این پژوهش به این نتیجه می‌رسد که توجه به حقوق شهروندی و ایجاد شفافیت در عملکرد نیروی انتظامی، به‌طور مؤثری به اعتماد عمومی و کاهش تخلفات کمک خواهد کرد. با اصلاحات ساختاری و هنجاری در نیروی انتظامی و با نظارت مستمر بر عملکرد این نهاد، می‌توان به ایجاد محیطی امن‌تر و عادلانه‌تر برای شهروندان دست یافت. این اقدامات نه تنها منجر به بهبود عملکرد نیروی انتظامی می‌شود، بلکه باعث ارتقای سطح رضایت شهروندان و تقویت نظم و امنیت اجتماعی نیز خواهد شد.</p> https://csjlp.org/index.php/csjlp/article/download/352/185
