    <Abstract>&lt;p&gt;This study examines the decision-making processes in the foreign policies of China and Russia through the lens of micro theories in international relations, which emphasize the role of individual actors, cognitive biases, and small group dynamics in shaping state behavior. While traditional approaches to international relations often focus on systemic factors such as power structures or institutional frameworks, the micro theory perspective highlights the psychological and situational determinants influencing elite decision-making. Our effort aims to address the key question of how the political and cultural structures of China and Russia influence their foreign policy decision-making. However, both cases demonstrate how cognitive heuristics, such as anchoring and framing, shape elite interpretations of international events and opportunities. This paper argues that while China's foreign policy is shaped by a deliberate and consensus-driven approach, Russia's approach is characterized by a more impulsive and confrontational pattern, influenced by the psychological dominance of its leader. This comparative analysis underscores the broader implications of micro theories for understanding the diversity of state behaviors in international politics. By focusing on the interaction between individual agency and structural pressures, the study provides nuanced insights into the strategic characteristics of major powers in a multipolar world. The key findings emphasize the need to integrate micro-level analyses into macro-structural theories to better predict and interpret state actions in contemporary geopolitics.&lt;/p&gt;</Abstract>
    <OtherAbstract Language="FA">&lt;p&gt;این مطالعه فرآیندهای تصمیم‌گیری در سیاست‌های خارجی چین و روسیه را از طریق دریچه نظریه خرد روابط بین‌الملل بررسی می‌کند که بر نقش بازیگران فردی، سوگیری‌های شناختی و پویایی گروه‌های کوچک در شکل‌دهی رفتار دولت تأکید می‌کند. در حالی که رویکردهای سنتی به روابط بین‌الملل اغلب بر عوامل سیستمی مانند ساختارهای قدرت یا چارچوب‌های نهادی تمرکز می‌کنند، دیدگاه تئوری خرد عوامل تعیین‌کننده روان‌شناختی و موقعیتی مؤثر بر تصمیم‌گیری نخبگان را برجسته می‌کند. تلاش ما پاسخگویی به  این پرسش محوری است که چگونه ساختار سیاسی و فرهنگی چین و روسیه برای تصمیم گیری در سیاست خارجی آن‌ها تاثیرگذار باشد؟ . با این حال هر دو مورد نشان می‌دهند که چگونه اکتشافی‌های شناختی، مانند لنگر انداختن و چارچوب‌بندی، تفسیرهای نخبگان از رویدادها و فرصت‌های بین‌المللی را شکل می‌دهند. این مقاله استدلال می‌کند که در حالی که سیاست خارجی چین با رویکردی عمدی و اجماع محور شکل می‌گیرد، روسیه با الگوی تکانشی و تقابل‌آمیزتری مشخص می‌شود که توسط تسلط روانی رهبرش شکل گرفته است. این تحلیل تطبیقی ​​مفاهیم گسترده‌تر نظریه خرد را برای درک تنوع رفتارهای دولت در سیاست بین‌الملل برجسته می‌کند. این مطالعه با تمرکز بر تعامل بین عامل فردی و فشارهای ساختاری، بینش‌های ظریفی را در مورد ویژگی‌های استراتژی‌های قدرت‌های بزرگ در دنیای چندقطبی ارائه می‌کند. یافته‌های کلیدی بر نیاز به ادغام تحلیل‌های سطح خرد در نظریه‌های کلان ساختاری برای پیش‌بینی و تفسیر بهتر اقدامات دولت در ژئوپلیتیک معاصر تأکید می‌کنند.&lt;/p&gt;</OtherAbstract>
