    <Abstract>&lt;p&gt;The political relations between the Arab Republic of Egypt and Rwanda have deep historical roots that trace back to the early years of Rwanda’s independence. This connection is founded not only on good neighborliness within the African continent but also on a shared commitment to the principles of non-alignment and regional development. Therefore, the purpose of this study is to explain and analyze the strategic mechanisms employed by Egypt and Rwanda to transform their bilateral interactions into a sustainable lever of geopolitical influence within Africa’s regional structure. This objective includes identifying the transition from traditional diplomacy to a development-oriented soft-power model through the activation of economic and technical channels. The central question is as follows: How have Egypt and Rwanda succeeded, through adopting a hybrid soft-power strategy and institutionalizing complex interdependence via commercial and technical channels, in consolidating their strategic partnership, thereby advancing the political and regional ambitions of both countries? The findings indicate that the bilateral relations between Egypt and Rwanda exemplify a notable model of South–South diplomacy, whose primary aim is to strengthen Egypt’s regional position through non-military and economic instruments. Rather than relying on traditional mechanisms of power balancing, this partnership is founded upon a hybrid strategy of soft power and the development of complex interdependence. By focusing on the transfer of technical expertise (such as free-zone management and pharmaceutical memoranda of understanding) and by facilitating the active presence of non-state commercial actors, Egypt and Rwanda have expanded their influence from the level of high-level political engagement to deeper layers of the region’s economic structure. Despite the initial gap between trade volume and political potential, persistent follow-ups at ministerial and diplomatic levels have removed trade barriers and emphasized regional platforms such as the Common Market for Eastern and Southern Africa (COMESA). Ultimately, these relations demonstrate how the regional influence of a major power (Egypt) can advance its long-term geopolitical objectives through the engineering of soft-power penetration and the institutionalization of intersecting interests, while the smaller partner (Rwanda) benefits from the advantages of this economic integration.&lt;/p&gt;</Abstract>
    <OtherAbstract Language="FA">&lt;p&gt;روابط سیاسی میان جمهوری عربی مصر و رواندا ریشه‌های تاریخی عمیقی دارد که به دوران اولیه استقلال رواندا بازمی‌گردد. این پیوند نه تنها بر اساس حسن همجواری در قاره آفریقا بلکه بر اساس تعهد مشترک به اصول عدم تعهد و توسعه منطقه‌ای بنا شده است. بنابراین هدف این پژوهش، تبیین و تحلیل مکانیسم‌های استراتژیک مورد استفاده مصر و روآندا برای تبدیل تعاملات دوجانبه به یک اهرم نفوذ ژئوپلیتیکی پایدار در ساختار منطقه‌ای آفریقا است. این هدف شامل شناسایی گذار از دیپلماسی سنتی به مدل قدرت نرم توسعه‌محور از طریق فعال‌سازی کانال‌های اقتصادی و فنی است. سوال اصلی بدین صورت مطرح می‌گردد که چگونه مصر و روآندا توانسته اند با بهره‌گیری از استراتژی ترکیبی قدرت نرم و نهادینه‌سازی وابستگی متقابل پیچیده از طریق کانال‌های تجاری و فنی، مشارکت استراتژیک خود را تثبیت کرده و این امر به پیشبرد جاه‌طلبی‌های سیاسی و منطقه‌ای هر دو کشور کمک کرده است؟ یافته‌های تحقیق نشان داد روابط دوجانبه میان مصر و رواندا، یک الگوی بارز از دیپلماسی جنوب-جنوب را به نمایش می‌گذارد که هدف اصلی آن تقویت جایگاه منطقه‌ای مصر از طریق ابزارهای غیرنظامی و اقتصادی است. این مشارکت، به جای تکیه بر مکانیسم‌های سنتی موازنه قدرت، بر اساس استراتژی ترکیبی قدرت نرم و توسعه وابستگی متقابل پیچیده بنا شده است. مصر و رواندا با تمرکز بر انتقال تخصص‌های فنی (مانند مدیریت مناطق آزاد و تفاهم‌نامه‌های دارویی) و تسهیل حضور فعال بازیگران غیردولتی تجاری، نفوذ خود را از سطح عالی سیاسی به لایه‌های عمیق‌تر ساختار اقتصادی منطقه گسترش دادهاند. علی‌رغم شکاف اولیه میان حجم تجارت و پتانسیل سیاسی، پیگیری‌های مستمر در سطوح وزرا و دیپلماتیک، موانع تجاری را برطرف کرده و بر پلتفرم‌های منطقه‌ای مانند بازار مشترک کشورهای شرق و جنوب آفریقا (کومسا) تأکید نموده‌اند. در نهایت، این روابط نشان می‌دهد که چگونه نفوذ منطقه‌ای یک قدرت بزرگ (مصر) می‌تواند از طریق مهندسی نفوذ نرم و نهادینه‌سازی منافع متقاطع، با موفقیت اهداف ژئوپلیتیکی بلندمدت خود را پیش ببرد، در حالی که شریک کوچک‌تر (رواندا) از مزایای این ادغام اقتصادی بهره‌مند می‌شود.&lt;/p&gt;</OtherAbstract>
