Abstract

Peace and human rights are among the most fundamental concepts of the contemporary legal and political order and are characterized by a reciprocal and mutually reinforcing relationship. The full realization of human rights is difficult in the absence of sustainable peace and security, while respect for human rights and fundamental freedoms constitutes one of the principal prerequisites for establishing and maintaining peace at both national and international levels. This study adopts a descriptive-analytical method to examine the impact of peace on the promotion of international human rights standards and to explain the reciprocal relationship between these two concepts. The evolution of international law demonstrates that the concept of peace has moved beyond its traditional negative meaning as the mere absence of war and armed conflict toward a broader positive conception encompassing social justice, equality, sustainable development, human dignity, fundamental freedoms, human security, and the rule of law. Accordingly, international instruments and institutions have increasingly recognized human rights as an essential component of sustainable peace. The findings indicate that peace provides the necessary conditions for the effective enjoyment of rights such as the rights to life, liberty, security, health, education, development, and social and political participation, whereas war, violence, and insecurity frequently result in extensive violations of these rights. Conversely, systematic human rights violations, discrimination, inequality, poverty, political repression, and injustice may generate instability, conflict, and threats to peace. The study therefore concludes that peace and human rights are inseparable and mutually supportive components of a stable international order. Sustainable peace requires effective respect for human rights, justice, development, international cooperation, and the peaceful settlement of disputes.
