Abstract

Sustainable development in Iran, in light of simultaneous economic, social, environmental, and institutional challenges, requires strengthening domestic capacities and strategically utilizing international development cooperation. In this context, the United Nations Development Programme (UNDP), as one of the specialized entities of the United Nations system, can play a significant role in establishing linkages among international knowledge and experience, national development priorities, and the needs of local communities. The present study aims to analyze the role of the UNDP in creating an enabling environment for sustainable development in Iran and to examine the capacities and constraints affecting the effectiveness of its programs. The study employs a descriptive–analytical approach, with data collected and analyzed through documentary analysis and qualitative thematic analysis of international documents, UNDP country programs, Iranian development documents, and relevant scholarly sources. The findings indicate that, rather than replacing national institutions or acting as an independent implementer of development initiatives, the UNDP in Iran primarily functions as a facilitator, capacity-building institution, and coordinator of development cooperation. Its principal areas of engagement include strengthening social and economic resilience, environmental protection and integrated natural resource management, climate change mitigation and adaptation, disaster risk reduction, and the promotion of development-oriented governance. Nevertheless, the effectiveness of UNDP programs depends on factors such as interinstitutional coordination, policy stability, the integration of project outcomes into domestic administrative and budgetary structures, meaningful stakeholder participation, and the effective management of environmental and economic pressures. The study concludes that ensuring the sustainability of the outcomes of UNDP cooperation in Iran requires a transition from short-term, project-based interventions toward institutionalized, participatory, and scalable models applicable at both national and local levels.
