تخلفات انتخاباتی سنتی و تأثیر آنها بر سلامت انتخابات

انتخابات ابزار اصلی ابراز اراده مردم و تقویت مشروعیت دموکراتیک است. با این حال، صداقت آنها اغلب توسط تخلفات انتخاباتی سنتی تضعیف میشود. این مطالعه این تخلفات را در یک چارچوب حقوقی تطبیقی بررسی میکند و بر تأثیر آنها بر صداقت انتخابات از طریق سه شکل اصلی تمرکز دارد: خرید رأی، سوءاستفاده از بودجه عمومی و منابع دولتی و دخالت در آزادی نامزدی و مبارزات انتخاباتی. این مطالعه نشان میدهد که چنین شیوههایی آزادی رأی، برابری فرصتها و برابری سیاسی را نقض میکند و در عین حال اعتماد عمومی به روند انتخابات را تضعیف میکند. این مطالعه نتیجه میگیرد که صداقت انتخابات نیازمند یک چارچوب حقوقی جامع، حمایت قضایی مؤثر، شفافیت در تأمین مالی مبارزات انتخاباتی و بیطرفی نهادهای اداری و رسانهای برای حفاظت از اراده عمومی و تقویت مشروعیت دموکراتیک است.
